BRG Increases Construction, Environmental, and Government Contracts Capabilities

Berkeley Research Group has added Wiley R. Wright, III, CPA, as a managing director in the Global Construction practice, based in Washington, DC.Mr. Wright, who specializes in expert witness, economic damage analysis, and forensic accounting services to governmental agencies, private law firms, construction contractors, and government contractors, joins DC construction experts Charles Choyce, Jr. and Mark Baker and an international team of more than 40 professionals.

“Wiley has testified on numerous economic damage and forensic accounting issues, with a concentration of his practice in the environmental, government contracts, and construction industries, in a wide range of forums, including U.S. District and Bankruptcy courts, Federal and State Boards of Contract Appeals, U.S. Court of Federal Claims, various state courts, and in domestic and international arbitration,” said Pittsburgh-based practice head Richard Fultineer. “His extensive experience will provide clients with expert advice on their most serious challenges and will add depth to our already strong team.”

Mr. Wright has extensive experience in providing expert and consulting services for environmental matters, including over 25 years of services to the U.S. Department of Justice, Environment and Natural Resource Division for Superfund cost-recovery matters, covering over 150 Superfund sites. These services include damage claim preparation and analysis, evaluations of costs and activities and their consistency with the National Contingency Plan, indirect cost methodology development, piercing the corporate veil analysis, fraudulent conveyance analysis, ability to pay determinations, and fraud investigations. Examples of Mr. Wright’s Superfund experience includes expert testimony services for Love Canal, Stringfellow, McColl, San Fernando Valley, TDY Industries, Miami Dade International Airport, Charles George Trucking, Fox River, Evansville Greenway, Burlington Northern, City and County of Denver, Rocky Mountain Arsenal, Rocky Flats, Libby, Montrose-Palos Verdes, Summitville, and Bunker Hill. He also provides similar environmental services to private entities and law firms, with the addition of preparation of mixed-funding claims for potentially responsible parties.

In addition to his environmental litigation and expert witness services, Mr. Wright has over 30 years of experience providing expert services and testimony in construction and government contract matters, including projects such as power plants, oil and gas pipelines, sewer and wastewater treatment facilities, military housing, mixed-use development projects, airports, tunnels and dams, highways and bridges, hospitals, school and facility projects, defense weapon systems, software applications and systems, condominiums, and manufacturing facilities.
